Can we apply if we have lived together for less than 12 months?

Yes if married. Marriage automatically satisfies the relationship requirement regardless of cohabitation length. Without marriage, applicants must show 12 months continuous de facto relationship as of application date OR register the relationship in an Australian state/territory that recognises it (Victoria, NSW, Queensland, Tasmania, ACT — Thailand does not have an equivalent register). Couples planning de facto application from Thailand should marry first (registry marriage at amphoe is quick + cheap) or register the relationship if either partner has spent meaningful time in a recognising Australian state.

What if my Australian sponsor has previously sponsored another partner?

Sponsor limitation rule: an Australian sponsor can only sponsor 2 partner visas in their lifetime, and at least 5 years must pass between sponsorships. If the prior sponsorship ended within 5 years, current application will be refused under PIC 4014 unless 'compelling circumstances' established (child of current relationship is the strongest). Sponsor also undergoes character check; serious offences (sexual assault, child abuse, family violence) trigger mandatory disclosure to applicant and case officer may refuse on character grounds protecting applicant.
